The exchange of the Estonian driving license in the Emirates of Abu Dhabi and Dubai.

On 7 October 2020, Estonia and the United Arab Emirates signed a memorandum of understanding, whereby Estonia and the United Arab Emirates will mutually recognize the driving licenses issued in their respective countries and make it possible to exchange them without a theoretical knowledge test and a driving test.

For Estonian citizens who arrive to the UAE for the purpose of residence, the UAE shall exempt the applicant for exchange of a driving license issued by Estonia from the related theoretical and practical tests. This exemption shall be limited to driving license categories for motorcycles and light vehicles only. The exchange of driving licenses shall be permitted after the issue of the permanent residence visa and shall be valid for a period of time as defined by national legislation of the respective Parties.
